Consumers in Australia have experienced sharply rising retail electricity tariffs in recent years. This has been largely driven by the need to fund major investments in network infrastructure. But one group of consumers has some immunity from these tariffs. An article by Rajat Sood from Frontier (Australia) published in the Summer 2013 issue of Policy magazine examines how current network tariffs combined with the widespread installation of solar photo-voltaic (PV) panels are shifting the burden of previously-incurred network costs to consumers without PV panels. This has led to substantial inefficiencies that call for a policy response.
