The Australian Competition and Consumer Commission (ACCC) has published submissions in response to its discussion paper on access pricing principles for fixed line telecommunications services. This is the first review of these pricing principles since 1997, and was prompted by increasing ACCC and industry dissatisfaction with current pricing methods. The discussion paper sought comments in three areas: whether it would be better to set prices based on a ‘locked in’ value for the regulatory asset base; whether this would create a need for different expenditure and quality incentive schemes; and whether it would be desirable to afford greater pricing flexibility to access providers.

Frontier (Australia) provided a submission on behalf of the Competitive Carriers’ Coalition, an industry body representing non-dominant telecommunications providers.
